He was the deputy chief negotiator for the Singapore-United States Free Trade Agreement, which was concluded in May 2003, and he held the position of director of trade at the Ministry of Trade and Industry from 2000 and 2003.

Between 2002 to 2004, he served as deputy prime minister Lee Hsien Loong’s principal private secretary. Between 2005 to 2008, Ong also held the position of Workforce Development Agency CEO.

The National Trades Union Congress hired him as its Assistant Secretary-General after that. As a member of a five-person People’s Action Party (PAP) team headed by George Yeo, Ong ran for office in the Aljunied GRC for the 2011 general election.

Ong continued to work with the National Trades Union Congress (NTUC) after the 2011 general election, and in June of that year, he was promoted to deputy secretary-general.

Ong participated in the 2015 general election as one of the five PAP candidates running in the Sembawang GRC, which was seen as being safer for him.

Ong was named Senior Minister of State for Defense and Acting Minister of Education (Higher Education and Skills) on October 1st, 2015.

In addition to serving as Minister for Education (Higher Education and Skills) alongside Ng Chee Meng, who was Minister for Education (Schools), he was appointed to Second Minister for Defense on November 1, 2016.

The two education positions were combined into one on May 1, 2018, and Ong was appointed minister of education. At the same time, Ong also gave up his position as second minister of defense.

Ong succeeded Khaw Boon Wan as Minister of Transport and Anchor Minister of Sembawang GRC on July 27, 2020, when he resigned from his position as Minister of Education.

Ong was named co-chair of the multi-ministerial group established on 22 January 2020 to oversee the COVID-19 pandemic in Singapore on April 23, 2021.

Many believed that Ong was among the most likely candidates to succeed Heng Swee Keat as head of the fourth-generation (4G) team, but it eventually turned out that Finance Minister Lawrence Wong had the most support in comparison to the other contenders.
